Flag of South Germany

After WWII there were proposals for dividing Germany into more states. Finally there were three post-Reich states: Austria, East Germany and West Germany. But what if South Germany (consisting of Bavaria and Baden-Württemberg) was separate country? F.D.Roosevelt had this idea, but it never went real. However, in the United States of Europe it can be. United Germany should not join USE. It is very large and populous contrary to Estonia or Luxembourg and Germans could dominate their opinions in pan-European politics. But Germany divided into more "USE states" is practicable in my view. First I thought about East Germany and Bavaria being states, but I failed to divide the rest of West Germany. The main problem was Baden-Württemberg, consisting of historic Baden and Württemberg, whose flags could be merged in this or this way. I derived my own flag from the second one by adding Bavaria. The colors are unintentionally German national colors. This South Germany can be independent country, Bundesland of Germany or state of USE. Other German states of USE would be Lower Germany (aka Hanover, covering Schleswig-Holstein, Hamburg and Lower Saxony), Rhineland (basically Roosevelt's Hesse but certainly not named "Hesse") and East Germany could be divided in Saxony and Prussia, because "East Germany" sounds too Cold War-ish.
